I'm a YCL member, although not from your area. Yes, you'd probably need to contact the CPUSA/YCL about what you're looking for, although for some reason I have had a DREADFUL time contacting them, particularly by E-Mail. Call their asses; that's about the only way to get their damned attention since they seem to ignore their inbox sometimes...
