Propiska

I have heard that Propiska, a certificate of Domicile, which was in vogue during Tsarsist times, was abolished after 1917 following Revolution. Then again it was re-introduced in December 1932 by Stalin. What were the reasons for introducing Propiska or the Internal Passport System and why was it re-introduced by Stalin? What were the advantages and disadvantages of such a system?
