I have heard that cuba and venezuela train foreign doctors for free is this true and if so how do i sign up?

If they do then that's good. But if you do go to Cuba or Venezuela and study medicine then leave, most countries will have to give you some extra courses and you'll study there too which may talk a long time, they'll make you pay too.

My Iraqi cousin is studying here and has been a part time taxi driver for like 2 or 3 years now but he also is studying medicine again although he has Iraqi medical qualifications.

Yes there is a program, i wish i knew it's name god damnit. But you certainly don't have to pay. Venezuela just started its program mimicking Cuba's which has been around for quite awhile. I believe there goal was to train 40,000 doctors free of charge. I believe it is for people in latin america though who can't afford the education in their country.
Hopefully someone will come up with the name.

I would hope they would let me in because all i want to do is help people not make a profit in a country with privatised healthcare

A good idea.I hope you will .I live in a country that I can't judge whether it's a socialistic country ,but someday I will go to help the poor for my dream .
