That's kinda stupid. For example, New Orleans is below sea level and the levees broke. Did that apply in Mumbai?
Or: there was no shooting and violence in Mumbai? None at all? And the amount of shooting and violence in New Orleans..."Countless" - that's right. They don't know how much there was, but choose to believe racist hype from the capitalist meda about residents of New Orleans being super-violent.
And of course a hurricane is not just rain - it is also destructive winds - nor is it an annual event like the Indian monsoon. The Indian Ocean equivalent is called a cyclone.
When a cyclone hit the Indian state of Orissa in 1999, thousands of people were killed. (http://www.factmonster.com/ipka/A0001441.html)
Both India and the U.S. are capitalist countries where human life is not the government's highest priority, as shown by their response to natural disasters.
The better contrast is with revolutionary Cuba, where working people hold power and put people before profits. A Category 4 hurricane hit Cuba last year....only 10 people died, thanks to massive evacuations.
Really you gotta ask why anyone calling themselves communist would spread such unthinkingly nationalist nonsense, which glorifies the status quo in capitalist - and yes, underdeveloped and economically dependent - India.

Why not? When someone who claims to be communist, circulates stuff that would sound more appropriate coming from the BJP, I think it is serious.
