Damas, caballeros y niños:

Les escribo a nombre de los ancianos, mujeres, niños y hombres del Ejército Zapatista de Liberación Nacional, de México, para saludarlos.

En fechas pasadas una carta de nosotros, leída en el Aguascalientes madrileño, desató una polémica y una condena en contra nuestra, porque la misiva era ambigua en lo que se refiere a las acciones de la organización vasca ETA. A pesar de que al inicio de la epístola se advertía que "nada es accidental en los zapatistas" y que nos referíamos claramente a la lucha política, y no a la armada, del pueblo vasco, la falta de una condena explícita al terrorismo se quiso interpretar como un apoyo del EZLN a ETA y a sus acciones.

Debo decirles que la ambigüedad fue propositiva, así como el tono entero de la carta. Buscamos provocar el temperamento hispano de un hombre y echar a andar así una iniciativa noble y honesta que, en la parte que nos concierne, representa acaso la última oportunidad de lograr una solución pacífica digna a nuestras demandas que son, como todos los saben, el reconocimiento a los derechos y la cultura indígenas.

Ustedes saben bien que nosotros no practicamos el terrorismo, y que en repetidas ocasiones, en declaraciones escritas y habladas, hemos condenado el terror, venga de donde venga. Y si esta vez no lo hicimos explícito fue por razones que ya se alcanzan a ver con claridad.

Para los familiares de las víctimas de ETA y del Estado Español, entre las que se encuentran no pocos simpatizantes de nuestra causa, nuestras sinceras disculpas si con esa ambigüedad le faltamos el respeto a su dolor. Deseamos de todos corazón que nos entiendan y que algún día nos perdonen la parte que nos toca.

Lamentamos también que su sufrimiento haya sido manipulado por el gobierno español para distraer y ocultar así su criminal ineficacia en la catástrofe ecológica que se abate sobre el noble pueblo gallego, y el que ha demostrado que se puede organizar y resolver su problema mientras los gobernantes se pasean en las páginas de sociales de los periódicos madrileños.

Como ustedes saben, el juez Fernando Baltasar Garzón Real me ha retado a un debate público sobre diversos temas. Hemos decidido aceptar el debate y poner, como una de las condiciones, que se realice un encuentro entre los interesados y afectados por la problemática vasca, para que se hablen y se escuchen, sin bombas, balazos y órdenes de aprehensión. El tema del encuentro es El País Vasco: Caminos.

Para la realización del encuentro, me he dirigido ya, por medio de una carta, a la organización vasca ETA para pedirle que declare una tregua unilateral de 177 días (iniciando el día 24 de diciembre de este año) y se propicie así un ambiente adecuado para la realización del encuentro.

Nosotros pensamos que algo debe hacerse para cambiar la lógica criminal que se impone actualmente en todo el orbe. Que al terror se le puede combatir con terror, pero no se le puede vencer. Que los argumentos legales sirven para justificar torturas, desapariciones, asesinatos, pero no acaban con aquellos que que, con argumentos ideológicos o religiosos, justifican la muerte de otros.

En el mundo de hoy se nos presenta una opción terminante que, como todas las opciones terminantes, es una trampa. Se nos obliga a elegir entre un terror u otro, y criticar a uno supone apoyar al otro. En este caso, se nos obliga a escoger entre el terrorismo de ETA o el terrorismo del Estado español, y si nos deslindamos de uno es que somos cómplices del otro. Ustedes y nosotros sabemos que la alternativa no es una cosa o la otra, sino la que se construye como camino nuevo, como nuevo mundo.

Sería hermosamente justo y aleccionador que, en medio de un mundo polarizado donde la muerte y la destrucción sólo varían de argumentos y sinrazones (donde condenar las acciones punitivas de Bush equivale a apoyar la locura fundamentalista de Bin Laden), sea en la península ibérica donde se abra un espacio para darle una oportunidad a la palabra.

Sería maravilloso que sea la dignidad ibérica la que le diga al mundo entero que es posible, y necesario, darle una oportunidad a la palabra.

Por todo esto, los estamos convocando a que se movilicen en todo el suelo hispano para demandar, al gobierno español y a ETA, eso: una oportunidad a la palabra.

Vale. Salud y, ¿si no es ahora entonces cuándo?, hay que darle una oportunidad a la palabra.

Ladies and Gentlemen:

I am writing you in the name of the children, old ones, women and men of the Zapatista Army of National Liberation, of Mexico.

As you perhaps know, we recently, in a letter that was read on Spanish territory, referred to the struggle of the Basque people for their sovereignty. Despite the fact that the text clearly made reference to the Basque political struggle, and not the military one, the words were intentionally ambiguous regarding the activities of your organization, ETA.

The purpose of the ambiguity was to provoke what we did, in fact, provoke. We are not unaware that we placed the moral capital at risk which the zapatistas have won throughout the world, in particular in the Iberian peninsula, but it was necessary…then.

You and we know quite well that the EZLN has not merely not carried out any military action against civilians. You also know that we condemn those types of attacks, which usually claim the greatest number of victims among persons who do not even know what the issue is about.

Your actions have caused not a few civilian victims. Among them are persons who sympathized with our cause and who, like the rest of the civilian victims, died with the anguish of not knowing why.

We believe that the struggle of the Basque people for their sovereignty is just and legitimate, but neither that noble cause, nor any other, is justification for the sacrifice of civilian lives. It not only does not produce any political gain whatsoever, but, even if it were to produce it, the human cost is irredeemable. We condemn military actions which harm civilians. And we condemn them equally, whether they come from the ETA or the Spanish State, from Al Qaeda or from George W. Bush, from Israelis or Palestinians, or from whomever, under different names or initials - whether in the name of reasons of State, or ideological or religious ones - claims its victims among children, women, old ones and men who have nothing to do with the matter.

I also know that that the thousands of Basques who have been executed, tortured and disappeared by the State forces are not included among the calculations of dead and wounded made by the Spanish government. I am not, however, writing to you in order to compare numbers of dead. We would surpass some, since there have been millions of Mexican indigenous who have, since the Spanish conquest, fallen. And we shall not set our dead up to be compared with anyone.

No, I am not writing to you to speak of what has happened before.

A few days ago, the Spanish Judge, Fernando Baltasar Garzón Real, challenged me to a debate. I have responded affirmatively to him, and I have set as a condition, among others, that an encuentro be held among all the political, social and cultural forces which are involved or interested in the problems of the Basque Country, so that they can talk about, and listen to, the Basque paths.

Similarly, in the name of all my compañeros and compañeras, I am asking you to declare a unilateral truce for a period of 177 days, beginning at dawn on December 24, 2002. I am also asking you to publicly commit yourselves to not carrying out any offensive military operation during that period, and thus contribute to creating an atmosphere which is conducive for that encuentro, that is, in order to give the word a chance.

It would be good if Euskadi Ta Askatasuna could send one or several delegates to speak and to listen - not to negotiate or to agree to anything - to The Basque Country: Paths encuentro. I know they would be taking risks, but, if you are willing to die or to be taken prisoner in military actions you carry out, I do not see why you would not be willing to suffer the same in a political action.

That is what I am asking of you, not to surrender, not to abandon your arms or convictions. I am only asking that you give the word a chance, and thus honor the great risk which we zapatistas have, and will be, taking. In case you do not accept, I am offering myself up personally as an opportune victim for your next attack. You could accuse me of “collaborating” with the Spanish State (which would be quite paradoxical, since Spanish officials are accusing me of being an “apologist for terrorism”). The argument is the least of the problem. There will be no reproaches or reprisals on our part, since I, at least, will then know why I died. I await your response.
