Venezuela, at the behest of Chaves, has organized things called "Bolivarian Circles". All I know is that they are workers' councils, not quite unlike soviets, except less centalized. In fact, I don't even know if they are nominally state-sponsored.

I don't know much beyond this description, but does somebody here have some sort of intimate working knowledge with them? How do they operate? How do they relate to each other? And to the power structure?

Any sort of specific information and elaborations (or corrections) are much appreciated, comrades.
