Its common knowledge that the US wanted to provoke war with Cuba during the sixties. In fact, Cuba has been a major thorn in the US's side ever since Wilson.

Its also common knowledge that the US wanted to attack Cuba and wanted to use a link with 9/11. This was Bolton's argument. He wanted to find justifications to attack Cuba, but there was zero evidence, and he would refuse to listen to clear and present contrary evidence. Hence, the Dem's attack on Bolton.
