Super Mario Conspiracy

As ususal, me with my senile mind can never remember a thing a did in the past but the sketchy details no one will know anything about. :)
Anyway, let's give it a try.
I'm searching for a book. I bought it in Thailand way back, and then I lost it. I think the name of the book was something similar to "F.R.E.E.L.A.N.C.E." or something like that. I do not remember who wrote the book.
The picture on the front of the book is two (or three?, I can only remember two) characters, one big guy (really big), holding a rather huge gun/cannon, and next to him is a woman, dressed lightly, with sunglasses. It seems like they are standing on some sort of balcony or something, made out of stone, with a forrest/garden behind them (with trees and all). "Behind" the garden/forrest, there is a tower, resembling the Space Needle Tower from Seattle.
I did actually read the book, funny as it is, and the only "clear" thing I remember was some guy who could shoot ice/crystal needles out of his hands. I do remember that there were science fiction things in the book, so it is not a fantasy book.
Now, I have searched on whatever I think resembles this description, without any luck (obviously), (searched on altavista, amazon, wikipedia, even ebay) - so if anyone know or have heard of this book, well, it would be cool to read it again.
