Rationing in Capitalist Society?

I've been listening to Noam Chomsky and he says rationing exists in the USA in the area of healthcare for the common people. I think that is a nice statement, eh?

Yes, health care is rationed. People who have health insurance get less coverage today than they did 5 years ago. Funding for Medicare and Medicaid is being cut and then you have to consider the millions who are underinsured and not insured.
