I was talking to my cusin one time about constant revolution. Just basically that old government will always be corrupt so a government needs to be constantly changing through revolution for there to not be any corruption. Somewhere in the conversation I think that he said that Trotsky came up with the idea. I was just wondering if this was true, and if so what exactly did he say about it.

Not exactly. Trotsky developed the idea of 'Permanent Revolution,' which, in simple terms meant that in backwards countries the bourgois stage of development could be skipped in favour of moving directly to socialism with a minimum of negative effects...
