well basicly its a call for class war aka communist revolution.
No war between nations because those wars are essentially wars between the bourgeoisies of the involved nations, which use the proletariat as cannon fudder

Take any war between two nations:
Why is it fought?
Because the elite of one nation has political, economic or other issues with the elite of another nation
correct?
Now, who fights those wars?
The people, not the elite.
So in essence the people fight for the benefit of the elite, the people of one nation are sent out by their elite to murder the people of another nation, who have also been sent out to wage war by their elite.
-->two peoples kill eachother for the benefit of their elite.
Thats why "no war between nations".
And class war is the war between the people (the proletariat of the world) and the elite.

But why are those two sentences in the same phrase?

Obvious meaning, don't have nations fight. stop the wars blahalhahalha

This kind of reverses it the entire phrase. it almost sounds like you're discouraging peace between the classes.

If you're refering to "Nieder mit Deutschland!", he is calling for the downfall of Germany the country not of the population therin.
