India is considered a 4th world country in the 5 world model but there is one state in India that would be considered a 2nd world county. This has occured because the women have a higher status, literacy and education levels are higher than the rest of India, improved health care and each person has a limit of 4.5 hectares of land.
But, that doesn't completely explain why it is more devloped than the rest of the country.
Here's why: THE PEOPE ELECT ONE OF TWO COMMUNIST PARTIES!!!

Borincano, the state's name is Kerala. It is in the south-west of India.
There are two major communist parties there, the Communist Party India, and the Communist Party India (Marxist-Leninist). Besides these, there is the nationalist party that is currently ruling on the Federal level, and the more liberal Congress Party which Sonia Gandhi, I think, leads.
While its true that Kerala has all the fine statistics you quote, its no paradise. Its still considered one of the poorest states in India.
The prize-winning novel "The God of small things" by Arundhati Roy is set in Kerala, and deals with corruption and double standards in the Communist party. For example, despite their preaching about equality, the caste system remains quite strong, even in the Christian communities.
