Castro suggested that the action was meant to divert attention from Cuba's demand that U.S. officials arrest Luis Posada Carriles, who is wanted in Venezuela on charges of involvement in blowing up a civilian Cuban jetliner in 1976, killing 73 people.
Meanwhile a known anti-Cuban terrorist living in the U.S. is being protected by the U.S. from incarceration.

You think I'm joking. While he can't be explicitly called a terrorist, senator Mario Diaz Balart and his family have a long time connection with terrorist groups such as CANF and brothers to the rescue. The Diaz Balarts were friendly with Batista and his mob and fund groups associated with known terrorists such as Orlando Bosch and Luis Posada Carriles.
These groups have successfully lobbied Jeb Bush and weild signinficant power not only in Florida but Washington DC
