Kruschev Quote

[Roses in the Hospital]

I seem to remember a quote from Kruschev that went something along the lines of 'They critise us for detaining political prisoners in mental asylums, but, anyone who does not see how good our system is clearly mad' which I think could be relevent for an essay on positive freedom I'm writing. I've googled it but can't find it on line. Does anybody know the full quote?

By the way, I know I've probably spelt Krushev wrong before anyone points it out...
