I thnik it was congress. When hoover ran the fbi it was a bit dogey and there wrok was to gather intelgence. Then when he died congress diden't like it so they though ok you can no longer have powers of intelegence gathering. Sounded good. Then with 9/11 the fbi were more concenred with drugs and alcahole than terrosim the same on the 26th feb 93 with the bobmb in the wtc. emm it happens nobody took respoasabilty. Now the fbi has had it power of intelgence gathering given back althouygh they were told to work with the CIA! Although the cia won't corparate becuase they want top keep the secreat of there intellgence gathering a scecreat. Also the fbi have been given powers to run perosnll cheks on prople phone tapping e-mail reading although people won't know whats going on. This well also be diffrent for the agents who have been working there for 20 years and a big chnage. I also so film of the fbi tranning schoool and this guy was saying that it was ironic that him and the al quadia terosit would both be willing to die for there cuase. Only kow does it chnage congress caused it no the fbi!
