I think it maybe everyoen is comaplannning that they haven't sigined up (includig me!) but on newsnight they were saying that no european country has taken anysteps towards doing something so are the usa being realitic?

Actually, many European countries have been working hard at it. Germany, if I recall correctly, is already hal-way to achieveing its target. France and Italy have also made some progress, I believe.
I apologise for not being able to be definite on this, but the last article I read on the situation was quite a while ago.
As for the U$, well they created an alternative to Kyoto that would lead to increased Carbon dioxide output.

why america complains about europe so much is becuase the eu is not fighting terroism the way us wants them to america would rather get in some countries face and show off their arms and fight a war rather than be rational and not try to fight a war(what the eu is doing)
the war on terroism is justified but it being under the america flag rather the untied nations flag is not. this is the worlds problem just as much is america but america wanting to exploit the attacks to expand its imperalist nation to the corners of earth including the middle east (something they lost when the great iranian revolution of 1979 cost them that) will only cause more hate and anger leading to more attacks.

I think the EU's problem is with the fact that America starts a war and expects everyone else to join in on their side. The EU is too stubborn to act openly as America's lap dog and follow its commands.
