Thought this forum was appropriate for this sort of question. Anyway, does anybody know who said this?

Hmm. This forum would generally be the right place but regarding the new Resource forum; I am not so sure. Hopefully people will actually use it.

No, but thats a pretty damn fucking good quote. I might just have to use parts of it myself...

I don't think it's ever been attributed to anyone. I found it on a desktop wallpaper. It was possibly just the designer who thought it up.

It was on a wallpaper next to Stalin but it was definately not Stalin who made the quote.

I did that too. That's him just posting some 'words of wisdom' I think. I've had the wallpaper for longer than that.
