I don't know if this seem stupid or obvious to most people here, but I've got an idea.
I believe The Anarchist Tension talked about a system similar (?) to what I'm thinking of... I think it was called something like "workers federation"... If anybody have an idea what I'm talking about, then please let me know...

Let's say there is a revolution in a country. It's divided up in 5 communes. You have one who represent each commune. He is only going to point out whatever the locals have said. He has no power himself. So the five who represent each commune will be on the discussion table. Let's say if all agree on that they need a larger agriculture are in the country which will have to use 50 percent of areable land in commune x and z, they will both share 50 percent of the outcome..

Or when there are problems like they are going to create a giant dam, but it will be to a disadvantage for commune x, but an advantage for commune y, commune x will be compansated with (as an example) 70 percent of the water, while commune y will receive 30 percent of the outcome. Also, we will have to makes ure this will not be to a disadvantage of commune z, and c, and therefore this will be taken up in a meeting with the 5 who represents the communes.

The people in the government's only job is to organize the communes and negotiate. However, they can step in if commune x are doing something that will effect commune z negatively.

The government has the advantage that they can see the bigger picture, while the communes will most likely think of their own needs.

The locals, who may not be very educated, will have two choices, either doing it their own way, or the governments proposal.

So obviously, it's not a totally free society, but it's a lot better then a dictatorship.

The police in each commune is controled by the commune itself. The state has no control over the police, and in that way the state will have limited power. The police in itself will only have orders to stop violent behaviors and uprisings.

The workers will have to produce weapons by themselves, and the workers militia in each commune will belong to that commune... Each commune should be as self-sufficient as possible, but if there is any need, the communes can trade with each other. This also creates a better chance of creating a communist society, because the decisions done by the people in each commune will affect them greatly.

It sounds to me like the communes would be having lots of arguments following this idea.

i don't think the formation of a militia for each commune is necessary unless they are expecting attack from a capitalist armed forces. Otherwise communes will become tempted to attack other communes.
