Refuges for Run-Away Children

Far to many children suffer from all manner of abuse, but there are laws that make it illegal for them to run away, and so those that do so are immediately returned home without question. What would it be like if some zelous child-sympathiser were to create some type of underground refuge where these children could hide from authorities, or maybe a network of "safe-houses.

And yes, this is all theoretical, I'm not planning to start a child refuge center :rolleyes:
