when did che make the speech (which is the intro for this site) saying "hasta la victoria siempre, patrio o muerte"?

was it a one off speech or was it something he said regularly (kind of like a catch phrase ;) )

i dont think he made the speech i think he said it in a letter to fidel explaining why he wasnt coming back to cuba while he was in congo. Fidel is the one who said it thinking che was dead when he really wasnt yet.
