I came across the 1924 (Lenin's and Trotsky's) Soviet constitution. It wasn't very well organized, so after tidying it up a bit, (and fixing all the typos) I found that Article 69 was missing! Just gone! Anyway, here's what I have ( http://archpremier.email.su/1924_constitution.rtf ),
and if anyone knows where to find Article 69, PLEASE NOTIFY ME!

No. That's identical to how it was when I found it. Lots of typos, and #69's still missing. Thanks though. I think it was translated and written down by hand, and then typed out by someone who didn't know English (or even the Roman alphabet). Many letters are confused with similar characters, e.g. "wilh" instead of "with" and "fratemal" instead of "fraternal."

Probably just a typo, just like how it's common to find lists with two number 5's etc.

Yes, but remember, this was translated by someone looking at a copy in the original Russian. For them to continue the numbering in the right order for articles 70 & above wouldn't be very likely, unless they weren't looking at the numbers of the original, and just numbering it themselves. No, I guess that there was something there that the typist forgot to put down. (Oh no! Perhaps the missing article is the key to communism! :D )
