You'll find a conclusive thread on your question here (http://s7.invisionfree.com/Camilo_Lives/index.php?showtopic=9) ( along with a great forum, if I do say so myself ;) ).
Personally, I think it was Fidel. I would go so far as to say that Castro "called a hit" on Camilo. Find the book "Camilo Cienfuegos" by Carlos Franqui (only available in Spanish, sorry). If speak enough Spanish to read it, it's a great book with some very strong evidence to support the theory that Castro killed Camilo.

This rumour seems to have been on the go for years, and doesn't seem to contain the slightest grain of truth.
Why would Fidel assassinate one of his strongest supporters?
Only days before, Camilo had given his full support to the arrest of the notorious anti-communist and CIA plotter Huber Martos. Ché Guevara also rubbished any claims of Fidel's involvement in Camilo's tragic death.
This rumour, much like the one concerning Ché and Fidel's supposed "falling-out" just prior to Ché's departure to the Congo, appears to have been concocted by counter-revolutionaries to portray the Cuban Revolution as being riddled with divisions. Even many counter-revolutionary historians agree that this rumour has no factual basis whatsoever.

Wow, this is an old thread. But I think you're right. "Fidel was behind it" sounds like a blatant conspiracy theory. Many conspiracy theories hide behind a scientific or factual basis (real or imagined), but this one is nothing but conjecture. Yet it still gets some degree of credence, even among "leftists", when the subject comes up.
