Because when the word is capitalised it is the "official state idealogy" of the Soviet Union and China.

It's not a completely wrong definition. It's meant to represent what those called "Communists" nowadays advocate. Of course it's a big mistake because:
1) It's not a "form of government" or "system of government" (fascism would be one, not communism, communism is meant to bean economical theory)
2) Communism is an economical system where the state isnt necessary anymore and there's collective property and usually collective control over it.

The dictionary is wrong.

Also, the definition you posted was of Communism with a capital C, if that means anything.
