I think that it could be there in the event that a pissed off General gets annoyed with the state of affairs in Russia, having not been paid in months so he decides to launch the missiles under his command. The Americans spent billions refurbishing Russia's nuclear arsenal, this is because it is safer facing a fully operational one then it is to face a haphazard force led by unpredicable drunks. Or is there another explanation as to why Russia is on the "list".

regarding this missle defense plan by the pentagon. I saw a cartoon that had a picture of of whole bunch of missiles with different names (star wars, etc) and bush is in front of them and he's bullying iran, n korea, and many other socialist countries and the funniest part is what he says,,

I think there are 7 official nuclear powers: USA, UK, China, Russia, Pakistan, India and France. It can be left to speculation which other countries may have aquired nukes (North Korea etc)
