I am a film maker what resources do I have to get my documentaries out?

It depends really, sometimes you can happily integrate yourself into local film making communities if you live in a decent sized city with an artistic subculture. There's usually an art cinema of some sort that is willing to show independent films etc. I used to run a regular film screening where we would show radical films at a local pub which was good fun. Alternatively you can go the route of posting your films online via youtube. Usually the decent independent works get drowned in the trash but it's worth it to get your stuff out to a broader audience.
