Join a Political Party While Living Overseas?

I plan on living a few months in Tokyo, so the question of should I join their Communist Party notwithstanding, am I able to do this as a foreigner? Does anyone have any general experience on joining Communist parties or Socialist parties while living overseas? It's just a thought I've been having.

Although the JCP is a Eurocommunist-type party. If you're not into the CPUSA, I'm not sure you'd like it, other than the JCP is actually sizable and wins elections vs. the CPUSA being a small sect without any electoral success.
