In his poem Waiting for the Barbarians (http://www.cavafy.com/poems/content.asp?id=119&cat=1), the famous Greek poet Konstantinos Kavafis describes the agony of the ruling class who is waiting for the barbarians to come. And the poem ends: "And now, what's going to happen to us without barbarians? They were, those people, a kind of solution." So, what do you do when you don't have the useful barbarians? Simply, you construct new ones.
