Perhaps he can get arrested visiting the UN or other countries that are apart of the ICC or recognize Spain's arrest warrants?

Spain alone doesn't hold any political sway like that in the first place. Imprisoning a guy like that would have some pretty groundbreaking stuff and would drastically change the geopolitics of the middle east and Palestinian-Israeli relations. You would need nations of the NAM (non-aligned movement from the cold war) to help in pressuring the World court to charge him of war crimes. Since the USA especially would be in panic if on of their chess pieces broke like that. You could also need Russia and China to help since they have a seat in the UN security council. the Organization of the Islamic Conference (OIC), Venezuela, and Greece would do well to join too.
