Scanned by me. Williams was an American socialist journalist. Like John Reed he witnessed the October Revolution and wrote books about it, including the first real biography of Lenin in English. Like Reed he remained a lifelong supporter of the USSR.
His 1937 book The Soviets is 500 pages and consists of answers to 88 questions dealing with every major aspect of Soviet government, economics, culture and foreign relations.
