Grover Furr scanned this 'cause I thought it sounded interesting and it's only 52 pages. Its main purpose is to demonstrate the strength of the workers' movement in the Baltic countries (Latvia, Lithuania, Estonia) before and after 1917 and provide important context as to why the Bolsheviks considered those countries "snatched" from them in the early 20s by the forces of internal and foreign (mainly British and German) reaction. It also briefly discusses the entry of Soviet troops and subsequent events in 1939-40, but if you want a more detailed account about that I'd recommend looking at Anna Louise Strong's The New Lithuania: http://hdl.handle.net/2027/wu.89017381948
