Almost nothing in foreign policy surprises me any more, but in general I don't like to say stuff like "Look at the horrible things America (or Israel) has been doing in country X" - because this tends to group all Americans (or Israelis) under one label. If my goal is political propaganda to turn Americans against their government, then instead of referring to stuff "America has done" I refer to stuff "the ruling American regime has done" or stuff "the American foreign policy establishment has done".
This automatically creates a barrier between those responsible for foreign policy and the rest of the population. It is important for preventing the average person from feeling defensive about what others, labeled as "Americans", are doing. If the ruling regime wants support from the man on the street, they would try to choose labels that unite both themselves and the guy on the street - like "we Americans" had to do this - this then makes the guy on the street feel like his interests lie with those deciding the policy. We have to break the association by using labels that put them in different groups - so the guy on the street can maintain the moral high ground - "Hey, those guys in Washington may be a pile of turds, but it wasn't me that did that."
