That's because it is a dictatorship - made up of "technocrats" who think they know better than everyone else. Certainly they know a lot, like long dead kings and queens knew more than many of their serfs, but to consider themselves as beyond the reach of "normal" governance, is the height of conceit - made all the more common by modern day inequality. The greater the gap in political and economic power between those at the top and bottom, the more those at the top consider themselves to be "superhuman" - if Stalin didn't bat an eye sending thousands to their deaths, the same is true today, whether in state-sponsored coups or in passenger jets in the skies.

If you don't know how to use a sword, then it never occurs to you to use one. But once you learn it, it becomes something that you can now add to the table. As you gain in political and economic power, you "learn" more tools that you can now add to the table, including state-sponsored terrorism. I suspect one of the reasons those in power become more sociopathic is that the new tools that power gives them, are generally sociopathic in nature.
