Rehabilitation until the murderer is not a threat to society. I am going to assume that the local militia would most likely perform the apprehending.

There would still have to be some way to apprehend and punish wrongdoers, perhaps by a community police force/militia and then trial before a People's Court of fellow workers.

For some very egregious criminals, separation from society may be needed if rehabilitation cannot work. For example, serial killers or those with some type of mental illness that prevents them from controlling harmful impulses.

Communities are already violent structures that hurt people who don't match them perfectly as it is- why do you wanna give them weapons?

If a mob is chasing you, don't waste your bullets on the guy in front - he's probably a patsy. Aim for the guy giving orders.

EDIT: It might even be strategically valuable to make a big deal about not wanting to harm the rank-and-file, while their own leader is sending them off to die (after all, sociopaths don't really care about the lives of their underlings, so long as they win)...
