Cuba cartoon - is this a hidden criticism?

Today's edition of the Granma, the official newspaper of the Central Committee of the Communist Party of Cuba, publishes this cartoon:

The woman asks "Well, who won the elections?", and the man, holding a copy of the Granma, replies "The people! Who else?"

Is this propaganda or a hidden criticism? :-)
