Citizens of Vuhlehirsk, Chornukhyne and other towns in Donetsk and Luhansk Oblasts claim that since September 2014 there have been paid no social benefits as pensions, disability and child allowances to them. Besides, workers’ wages haven’t been paid for 6 months. Ukrainian authorities don’t perform their duties to support their citizens. But this problem is being resolved DNR and LNR authorities now.
The same sort of situation was created in Dnipropetrovsk, Kharkiv and Zaporizhia Oblasts in big industries. For example, the «Yuzhmash» manufacturing group which is the top leader of the Ukrainian rocket production had to place its workers on leave without wage since August 2014.
It will cause shutting down of industries, impoverishment of the working people and rising of tension in social spheres. Where is the money for social benefits and workers wages? It’s being stolen or used to support the punitive operation in the South-Eastern Ukraine.

"Ukrainian authorities don’t perform their duties to support their citizens. But this problem is being resolved DNR and LNR authorities now."

Seem like you expect a cake and eat it too. On the one hand, Ukraine has a duty to continue paying for citizens in DNR/LNR (New Russia), on the other, New Russia is independent territory. How does that work? And no, New Russian authorities are not resolving it.

I dunno, if Ukraine really insists that these territories are still part of it, I would say they are in fact still responsible for the well-being of people they claim are still their citizens. This would extend not only to benefits and wages, but also artillery and airstrikes as well, in my opinion.

On the other hand it is s little ridiculous to expect the economic situation to keep on rolling as if the region were not submerged in fire and bloodshed, especially when you're partly responsible for it lol. Hypocrisy on both sides as usual.

True, Ukrainian government deserves no apologism, and its "anti-terrorist operation" is a bloody farce. I wonder how long will it last. Ukrainian authorities had recently declared a conscript mobilization, but it was met by significant passive resistance to conscription, with people hiding from the authorities. According to liva.com.ua, a couple of villages in the southwest of the country forcefully sent the conscripters away. On the other hand, "we're under attack" is always a good justification for a government.
