In communism both the lower and the higher stage how would moral insentives be organised. I think they would be organised by educating pepole in schoolsto share and work as hard as possible. Do pepole agree with that or do they class it as brain washing.

What is brain washing? I think it is extreme to call the kind of education I imagine you are referring to 'brain washing'. I would say that most people are concerned with making a living, they do not need any extra incentives apart from the necessity to survivie. Some people doing exceptional work may need some incentives. A lot of scientists are driven by their own satisfaction of their project's success. Anyway, I do not think this is a problem, in the USSR, China etc. people worked hard and society advanced very quickly.

Um. I wasn't exactly raised to be the way I am. I don't believe it's anything that has to be taught, but it's something that should be respected - not cast down as we do in our society.

When we're younger, we're taught to share. As we get older, we learn it's a "dog-eat-dog" world and you won't survive being nice and giving to those who need it, or helping others. I dunno, I don't see any "brainwashing" needed - atleast no more than is already in effect.

If people will want to work hard they must have been socialised and educated correctly. Regardless of whether you consider 'extreme education' right or wrong, if one wants individuals to choose to work hard, which as you cited is something that cannot be forced, they must be educated in a certain way.
