Guns and shooting is a sport, I didn't know where to put this. So, I've recently become fascinated with the fletchette shotgun shells. Shotties are my preferred gun of choice. While researching the round, I came across APS underwater guns/pistolas, which also utilize the fletchette design. Now, I am curious, were 'needle guns' specifically fletchette shooting guns ever developed outright? I know 'dart' guns exist but there is a difference between that and 'Satan's Toothpicks.'

^type of gun I mean, or similar. Additionally, what is the legality and or existence of private sector/civilian possession of underwater guns/munitions? Both generally and the US?
