While I'm not referring to immigration quotes or immigration caps, I'd like to know if employment-based immigration policy is itself a form of border control. This is where someone has to obtain a job offer and confirm it with the immigration authorities in order to immigrate.

My sister extended her work visa in Australia due to working three months in a certain industry (in her case fruit picking). Similarly, she could find a job in a certain industry (I don't know the exact details of which industries but no doubt things like health care would be among them) and be sponsored by the company she's working for and get a permanent work visa in the process. I assume that's the sort of thing DNZ is on about.

I would say that it is. It is a form of border control that only permits immigrants under specific labor conditions. People who do not qualify are rejected and can therefore not cross the borders.
