What are the politics of the Progressive Labour Party? They seem to be council communist, but I'm not sure.

They aren't council communists at all. They are a very strange breed of Marxist-Leninists. They are very critical of Stalin (while still very much supporting him), have a pretty much left-communist view of national liberation struggles, they're for "skipping over socialism" and going straight to full communism, etc. At the same time, they aren't opposed to soic, they support the vanguard conception of the party, and other things charectaristic of Stalinism.

Brosa, they support the vanguard and mass conception of the party. They're like yet unlike the World Socialist Movement, unlike in that the measure of political support isn't at the ballot box, but like in terms of the levels of support needed. Instead of lots of votes at the ballot box, they do aim for supermajority levels of membership.
I don't think this shooting high is strange at all. It's to be commended, actually.
