With the Communist Party of Cambodia being the ruling party could they consolidate power and make it and actually socialist state. Or am i missing something here and they've sold them selves out to the capitalists?

Cambodia is not run by a "Communist Party". It is run by the Cambodian People's Party, which abandoned its corrupted Marxism-Leninism in the early 1990's.

Were they even Marxist-Leninist to begin with? As I recall the only thing they did in power was trying to sort out the mess left by the Khmer Rouge.

They were "Marxist-Leninist" insofar as they were put in power by the Vietnamese and adopted superficial aspects of the political ideology prevalent there.

The Cambodian People's Party was a legitimate Marxist-Leninist grouping, and anyone who wants to cynically denigrate them doesn't understand the level of devastation left in Cambodia from the US war, the Khmer Rouge's evacuation of the cities, and the war with Vietnam. They abandoned ML after a longstanding campaign by the US and the other imperialist powers to force them out of power, using the UN as a conduit in the late 80s/early 90s. Michael Vickery's Kicking the Vietnam War Syndrome in Cambodia (http://michaelvickery.org/vickery2010kicking.pdf) explains all of this better than the blithe dismissals of the people on this board.
That being said, they're definitely not socialists anymore.
