Short answer: Yes, NATO has made sure of that.
There are plenty of signs, not the least of which is the recent prisoner swap. After all, if they could have just swooped in and freed the Taliban's captives, would they have bothered negotiating?

A threat to whom? Women? Shiites, Sufis, "apostates" and Atheists? Sunni men who don't conform to the Taliban's variant of Shariah? The Afghan government? Afghan soldiers, civil servants and bureaucrats? US interests? Western soldiers and civilians?

The Taliban have lost a lot more nominally than they have in reality. They wield an immense amount of de facto power.
