Can anyone compare and contrast these two systems of planning to me, or direct me to a source that can? From what I understand the primary difference is that Input-Output focused more on the interrelationships amongst industries whereas the material balancing method concentrated on intra-industrial resource evaluation. Any elaboration or correction from either one of you, or a source you are familiar with on the subject would be greatly appreciated.

Comrade, I was under the impression that Input-Output Planning didn't focus on the interrelationship between industries. If both had an intra-industrial focus, then what really is the difference between the two?
Though not off topic, I suggest you also throw into the mix Material Requirements Planning, Enterprise Resource Planning, and their strengths and shortcomings.
