The USSR was state capitalist for most of its existence the only time it was close to socialism was before stalin came to power after that it was state capitalist for the remainder of it's life. Just because USSR stands for Union of Soviet Socialist Republics doesn't mean it is socialist, for example North Korea is neither a democracy nor a republic!
