Cops are bad everywhere. Surprisingly the cops where I currently live are perhaps the least bad I've ever encountered. I've had at least three encounters with local police, all times I was doing something clearly illegal, and I never got as much as a ticket out of it.

i've encountered all of the above and i would still say american police are the worst. germans come a very close second.

I've only dealt with American cops and they pack heat and military gear. I had heard somewhere that European cops, English at least don't carry side arms?

Regular beat officers and detectives don't carry side arms, but most police forces have specially trained, rapid response firearms officers who will be on patrol in specific areas at all times. They usually drive around in black unmarked vehicles.
I think all police forces tend to be militarised.

british un-armed cops have attitude but are harmless.
Been pulled over once by an un-marked police car, they were basically just thugs.

Dutch cops are mostly easy, they will stitch you up for everything though, in that I prefer German and Belgian cops, they just beat the crap out of you and kick you to the curb, dutch cops will go all the way to stick you behind bars...

If you don't know already, for future reference, you're not under any legal obligation to pull over for an unmarked police car.

my only experiences with the coppers have been fairly civilised (although that seems to be the exception here)
I once got pulled over for "driving around that roundabout really slowly" at 2 am last year - but in their defence they thought I was a drunk driver and apologised when I said I'd only passed my test last week.
