Under pressure from the Democratic Party, the AFL-CIO 2013 Convention last September voted to support S.744 and Obama's Comprehensive Immigration Reform scheme. This was a setback for the immigrant workers' rights movement. A resolution opposing this right turn on immigration at the Convention was presented to the resolutions committee, but it was finally stifled in a bureaucratic maneuver before it got a chance to be voted on on the convention floor.
"In 2007", well-known Chicago immigrant rights leader Jorge Mujica explained, "the AFL-CIO had a full declaration supporting fully immigrant rights, rejecting any kind of guest worker program or employer sanctions. And then at the beginning of this year what we saw was a 180 degree turn when the AFL-CIO signs an agreement with the U.S. Chamber of Commerce basically accepting guest worker programs and the flawed idea that legalization has to have a path to citizenship. I call it flawed because that's a political statement...This is not a fight about how many votes each one of the parties gets. This is about having documents to work legally in the United States."
Through our own archival footage, we revisit scenes from the huge 2006 Chicago immigrant rights marches and examine how the labor movement has compromised its position on immigrant workers rights since then. Also, Labor Express radio show host Jerry Mead-Lucero takes us to the recent October 12, 2013 March for Dignity in Chicago, where a kind of divide in the movement over support of S.744 could be seen just under the surface. "Senate Bill 744 had much more to do with immigration law enforcement than with providing legalization," Mead-Lucero observes. The October 12 march officially supported S.744, while some of those who opposed S.744 even refused to attend the march altogether.
Fred Tsao of Illinois Coalition for Immigrant and Refugee Rights, which supports S.744 and is one of the dominant organization in the October 12 march, is interviewed. A segment from a speech by James Thindwa back in 2007 reminds us that NAFTA's destruction of jobs south of the border create the economic upheavals that cause workers in Mexico to seek employment in the U.S. -- an analysis seldom acknowledged by the border security chorus.
In addition to Jorge Mujica's running commentary, other interviews include: Omar Lopez, who was part of the leadership of the 2006 March 10 Committee; Carlos Arango, Executive Director of Casa Aztlan in Chicago. Arango tells us "Our thinking is that with [the Oct. 12 demonstration], one cycle has ended, so we have to start a new cycle of the immigrant rights movement. That cycle belongs to a movement that was co-opted by the system."
Mujica puts it another way. "We call it the zombie of reform. It's dead, but it's still walking around."

Out of the Shadows
On March 10, 2012 a rally took place at Daley Plaza in Chicago, part of a national event called Out of the Shadows (More info at: http://www.iyjl.org/?p=2938). Undocumented young people came together and spoke out in public about their struggle in the U.S. as immigrants forced to live 'in the shadows'. Their moving testimonies are powerful arguments that the laws need to be changed, and that these youth of character and courage should be openly welcomed here, rather than the cynical rogues who now run things.
