URGENT ACTION NEEDED! SUPPORT THE BEDOUINS OF THE NEGEV!

Next week the Knesset will deliberate on the Prawer Plan-- developed in 2011 to forcibly remove over 40,000 Bedouin citizens of Israel from their ancestral homelands in the Negev. If the plan is implemented, approximately 35 unrecognized Bedouin villages will be destroyed.

The Prawer Plan has been named the new chapter of the ongoing Nakba against the indigenous Palestinian people. Palestinians, Israelis, and Internationals alike condemn the plan, created without consultation with the Bedouin community. Prawer will legalize racial discrimination by disregarding Bedouin property rights, due process, and rights to appeal, and will continue the colonization of Palestinian lands.

Refusing to be Enemies presents the voices of more than 100 practitioners and theorists of nonviolence, with the vast majority being either Palestinian or Israeli. They reflect on their own involvement in nonviolent resistance and speak about the nonviolent strategies and tactics employed by Palestinian and Israeli organizations, both separately and in joint initiatives.

The book considers the obstacles encountered by nonviolent organizations and includes examples of effective nonviolent campaigns. Additionally, it explores ways in which a more effective nonviolent movement may be built. In their own words, activists share their hopes and visions for the future and discuss the internal and external changes needed for their organizations - and the nonviolent movement as a whole - to successfully pursue their goal of a just peace in the region.

A Foreword on the definition and nature of nonviolence is written by Canadian author Ursula Franklin. Additionally, the book is rounded out with analytic essays by activists Ghassan Andoni (Palestinian), Jeff Halper (Israeli), Jonathan Kuttab (a Palestinian activist lawyer with international experience) and Starhawk (an "international" of Jewish background).

The following talk was given by Suzanne Weiss to Solidarity for Palestine Human Rights at the University of Western Ontario on November 20, 2013. Her talk examines Canada's insertion into the Israel/Palestine drama and its ecological dimension. A portion of her speech has been published by electronicintifada.net.

We hear disturbing reports this year from southern Israel. The government proposes to relocate some 70,000 Palestinian Bedouins from their present homes to government-approved townships. This is called the Prawer Plan, and Israel's parliament approved it by a three-vote majority in June. The Prawer Plan would destroy 35 Bedouin villages in the Negev region and extinguish Bedouin claims to land seized from them after the foundation of Israel. The government denies basic services to these villages. Right beside them, in many cases, are new, modern, fully serviced communities for Jewish settlers.

Supporters of the Prawer Plan say that it will compensate the Bedouin for their lost lands and improve their economic status. But unconvinced, the European parliament has condemned the plan and demands its withdrawal. So has the United Nations Committee on the Elimination of Racial Discrimination, the UN Office for Human Rights, and Human Rights Watch.

This plan has not been negotiated with the Bedouin and does not have their agreement. It is to be imposed on them. Many have called it ethnic cleansing.

Ethnic cleansing has been defined by the UN Security Council as the forcible removal by one ethnic or religious group of another such group in a geographic area. When I think of ethnic cleansing, I recall my own experience in France under Nazi occupation during the Second World War.

We've just received the welcome news from our allies on the ground that the Prawer Plan to forcibly relocate over 40,000 Israeli Bedouin from their ancestral lands is no longer under consideration by the Israeli Knesset. The recent demonstrations on both sides of the Green Line, and throughout the world, succeeded in raising enough doubt about this plan to help take it off the table.

Your voices, in concert with the Bedouin communities in the Negev, Jewish-Israeli activists, and the unanimous Palestinian resistance, revealed the plan’s lack of integrity and accountability.We now know, if and when a future plan is developed, we have the ability to stop it in its tracks.

As we celebrate the Prawer Plan being scrapped, we understand that this victory is temporary.

This does not mean the Bedouin communities in the Negev will be treated as equal citizens, or hooked up to the basic services they require, or have their ancestral land claims will be recognized. Dozens of Bedouin villages remain unrecognized by the Israeli government, lacking basic infrastructure such as water, sewage, and electricity, and Bedouins continue to be forbidden from building, buying or selling a home, receiving full government services, or running for or voting in local government elections. Many Bedouin homes and villages are still slated for demolition (the village of Al-Araqib has already been demolished over 60 times).
Now more than ever, the Union for Reform Judaism (URJ), and all of us, must continue to raise our moral voice in favor of equal rights for the Bedouin and recognition of their ancestral land claims.
We can exhale for now, with relief the Prawer Plan is no more, and then take a new breath and get ready to continue the work to ensure that the Negev Bedouin, and all people in the region, have what they need to thrive.

Last week we celebrated, along with our allies on the ground, as the co-author of the Prawer Plan announced in a press conference that the bill had been shelved. Now we have word that a revised version of the bill is already being discussed in the Interior committee of the Knesset.

Committee chair Miri Regev was quoted last week in the Jerusalem Post as stating that the goal of the plan is to transfer the Bedouin "as the Americans did to the Indians.”

All signs point to this revised bill being far worse than the previous version, with the eviction plans moving ahead and the Bedouin's only legal recourse being removed. We do not know for sure yet what the bill will contain, but we do need to turn up the heat.

Last week we had a tremendous effort coordinated by the JVP-San Diego chapter at the Union of Reform Judaism where we reached thousands about the Prawer Plan. We've gathered over 30,000 signatures demanding Prawer be stopped which will be delivered by our partners on the ground, Avaaz.org, to the Interior Committee before they vote on a new version of the bill.

There is more we can do, that we must do, but at this point we need to wait and see what is next--the situation is confusing and dynamic. It is clear that our efforts made a big difference, and we are consulting with allies on the ground to see how we can best move forward.
