Considering the fact that the closest active Uyghur separatist groups of Xianjiang province (the region of China that they want to become a distinct country) are over 1400 kilometers away from Shanxi province, I for one would be extremely surprised if the reasons you gave above turned out to be correct.

Thanks for the extra information, but isn't the Chinese government claiming Uygur separatists had something to do with the car bomb in Beijing, which as I'm sure you know, is in eastern China as well?

Also, I didn't suggest reasons as much as groups.

There's a certain difference between the national capital and centre of power, with a population of 20 million and holding all the symbols of government, and a provincial capital of four million.

Someone who has been wronged, evicted or been the victim of some corruption/etc., would seem not unlikely, and things like that seem to happen as well from time to time.
