I still find this line of argument problematic. After all a similar argument could be used about fascists (replace "spectre of communism" by "spectre of fascism" and cite bans on nazi symbols, armenian genocide etc...).

What you are trying to say, I think, is that the real issue is ruling class ideological hegemony. Only ideas that suit the interests of the ruling class are permitted. Therefore it's not suppressing communism/Bolshevists because communists etc... have popular appeal. It's suppressing them because they do not tow the ruling class line. This is a subtle but important difference I think.
