Rolpa is the first liberated zone of Nepal's revolution, in 1996. It has, through the whole course of Nepal's revolution, been a center of revolutionary struggle and ferment. It is where Nepal's Maoists themselves first fused with the Kham Magar people, making the revolution possible.
In recent days, a soft-coup has occured in Nepal, aimed at holding wildly undemocratic elections under the barrel of a gun, in collaboration with the United States government and the state of India. It is only fitting that Rolpa has now declared itself the first zone to ban the candidates of the three leading reactionary parties from campaigning in their liberated zone.
This article comes from Nepal's bourgeois press. As with any article from the Nepali reactionary media, it's claims and characterizations are skewed and hostile towards revolution. But there is much to learn and celebrate here.

While there has been discussion about the election everywhere, today CPN-Maoist declared Rolpa a banned zone not to operate any activities related with the election. The central to district level leaders from 6 different places from Rolpa declared the banned zone.
District-in-charge Suvas from Holeri, the place from where the 1996 conflict was declared, central leader Sanjivkumar from Sulichaur, sub-in-charge Sundar Wali from Ghartigaun, Pratap from Thabang, Vishow from Sukhawodar, Vijay from Bagmara declared the banned zone at the same time.
From tomorrow we will teach and explain people, said Maoist in-charge Suvash. He told that they don’t have any plan to attack but, will not hesitate to retaliate. CPN-Maoist, in a plan not to let cast even a single vote in most of the VDCs in Rolpa, has formed an election boycott committee of 2295 people, 5 from each ward.

After Rolpa, where UCPN-Maoists influential leader Krishna Bahadur Mahara, and influential leader Varshaman Pun’s wife Onsari Gharti are the election candidates, has been declared a banned zone, the election mood is seemed to take a big turn.
The banned zone has been declared during the election time for the parties’ candidates, leaders, and cadres prohibiting entry in every places of the district except for the Headquarter Libang and Sulichaur Bazar. The bazar site could be used for commuting for other purposes, hence that area has not been declared as the banned zone, said Kshitij, a Vaidya-sided ex-rebel.
Maoists have said that it has not yet been decided what to do with the candidates, leaders, and cadres who are in the villages now.
In the other side, there has been confusion about the voter’s education. While there is being a declaration of the banned zone not to operate any election-related activities, new strategies regarding the security of the candidates, leaders, and cadres have not yet been made so far, says Mahadev Pant, the Chief District Officer. However, the District Election Officer Romnath Nyaupane is hopeful that there would not be any interruption in the voter’s education programme.
With today’s declaration, a further challenge has been added in Rolpa which was considered susceptible for security reasons.
