I must say that the "article" reads a lot like a sales pitch/brochure.
Also, the concept strikes me as gimmicky, surely something along the lines of a miniature vertical farm would be more efficient?

i mean, it looks kinda cool aesthetically, but is it functionally any different from another large scale hydroponic system? what's the practical usefulness of it?

I'm not asking you to bash out an entire technological impact assessment essay complete with footnotes and citations and stuff.
I just reckon that you could be thinking a bit deeper than "this looks cool". Why is it cool? Is it the design? The concept? The function?
Also, as this is the Sciences and Environment forum, I think it would be interesting to have some thought given to matters of practicality, since Engineering is an applied science and we don't have a forum dedicated to the subject.
For example, I think it would be cool to dam the Mediterranean Sea (http://en.wikipedia.org/wiki/Atlantropa), as it would create new land for habitation and agriculture as well as generate considerable amounts of hydroelectricity. But if we were to actually construct such a thing, then there would be many questions that would need to be answered. They could range from scientific ones like "what effect would this project have on climate, weather patterns, growing seasons and so on? Would it be worth it in terms of the effect on agriculture both in Europe and world-wide?" Other issues are more political, but as this is a political forum that would fit in just fine. Such as who is in control of the sociopolitical power, labour requirements and material resources needed for such a project to get off the ground, the answer to which will have implications that are many and varied. Is this being done with the cooperation and/or assent of the mass of Africa's residents, or is the project being done without significant political involvement from non-Europeans? That kind of thing.
Coming back from that tangent, I have my doubts about this product. Can you really call it a "volks"garden for that price? I also have to wonder what kind of time investment would be necessary to make a significant dent in one's food bills.
